Why does he wear a hood and a breathing mask? Simple, He generally wears it with full armor etc. People don't take too kindly to alien androids, so instead he charades around as a human :iconteheplz:

At first, I thought this was a picture of a reaper in human form. Even though it's not, I still really like the character design and colors used. Perfect!
